The index, which is a joint project of the African Development Bank, the African Union Commission and the Economic Commission for Africa, covers the following dimensions: free movement of persons, trade integration, productive integration, regional interconnections and infrastructure, and macroeconomic policy convergence.

Analysis of Angola's Performance Across Dimensions

Free movement of persons: African countries are scored against three indicators in this dimension of the index: first, the proportion of protocols on the free movement of persons ratified by the regional economic communities (outside of the regional economic communities of which the country is a member), second, the number of African countries whose nationals are permitted to enter visa-free as tourists and, third, the number of African countries whose nationals may enter with a tourist visa obtained on arrival. Angola scores poorly in this dimension. Angola has not yet ratified the relevant SADC and ECCAS instruments concerning free movement of persons, rights of establishment and free movement of workers. Only 7 percent of SADC may enter Angola visa-free, while 87 per cent required a visa to enter Angola. In addition, all ECCAS member countries required a visa to enter Angola.

Trade integration: The index includes a number of trade integration indicators, including the average tariffs applied to imports at the community level and imports and exports of goods at the community level, share of intra-regional goods export and import as a percentage of GDP, share of intra-regional goods trade. Angola has performed moderately in this dimension. Accordingly, over the period 2010 to 2013, imports from the rest of SADC accounted for only 1.5 percent of Angola’s GDP which was the lowest level among SADC members, while imports from the rest of ECCAS accounted around 0.31 percent (the lowest level among ECCAS member states as well). On the other hand, Angola’s exports to SADC as a share of GDP averaged 2 percent over the same period (meaning that it placed second-to-last among SADC member countries). Over the same period exports to ECCAS averaged around 0.39 percent of GDP, which was the fourth-lowest share among the 11 ECCAS members. 

Productive integration: Angola performs poorly in this dimension. Angola appears to be only weakly integrated into regional value chains. Its trade is softly complementary with that of its partners. It had a merchandise complementarity index of 0.11 (based on data 2013). This shows weak correlation between Angola’s export and SADC import structure. 

Infrastructure: Angola performs moderately in this dimension. The country ranked tenth among SADC members in its average performance in the AfDB infrastructure development index between 2010 and 2012. Around 82 per cent of international flights to and from Angola are intra-SADC which was the sixth-lowest such ratio among SADC members, while 79 per cent of its international flights were intra-ECCAS (the first-highest such ratio among ECCAS members). Intra-African mobile phone roaming was relatively expensive in Angola (the fourth-highest roaming rate among SADC members for which data was available). 

Financial Integration and Macroeconomic Policy: Angola performs poorly in this dimension. The index includes only one indicator on financial integration which measures the inflation rate of the same regional economic community. Accordingly, Angola inflation rate was relatively higher with around 8.78 percent which was the second-highest rate in SADC next to Malawi and the first-highest rate among ECCAS member countries (based on data 2013).

  • Trade integration. Twelfth in SADC (score: 0.49). Best performer in SADC is South Africa (score: 1). Second in ECCAS (score: 0.96).
  • Productive integration. Eleventh in SADC (score: 0.27). Best performer in SADC is Zimbabwe (score: 0.74). Eleventh in ECCAS (score: 0).
  • Infrastructure. Eleventh in SADC (score: 0.43). Best performer in SADC is Botswana (score: 0.82). Second in ECCAS (score: 0.66).
  • Financial integration and macroeconomic policy convergence. Fourteenth in SADC (score: 0.17). Best performer in SADC is South Africa (score: 0.91). Eleventh in ECCAS (score: 0).
